If you have relatives already living in Germany, the German Government will try to take that into account. However, it cannot be guaranteed that you will be sent to your requested place of residence. Distribution among the Länder is based on the Königsstein Key (a key which calculates the admission quota of the Länder and is recalculated every year by the Joint Science Conference).
