When selecting persons, the German Government focuses in particular on the following:

• personal vulnerability as defined, for instance, by UNHCR criteria (for example, lone women with children, at-risk women, LGBTI+, persons in need of special medical treatment);
• a link to Germany, for example a knowledge of the German language, family ties which would aid integration, previous stays in Germany, work in the past for German authorities/projects, support from German employer/German organisations;
• particular personal vulnerability, for example due to the nature and duration of the work done in Afghanistan, prominent position, public statements;
• Germany’s particular political interest in the admission of the person in question.
